621B Declutch

I have a Case 621B that the declutch has never worked on. I had the case mechanic look at it, but he said I was missing my park brake switch and should install that.

I installed the park brake switch, but now the trans acts the same when declutch is on, but when declutch switch is off, the trans won't engage at all. Any ideas on what to check next?
