Char Lynn Orbit Power

I have one of these steering controls in a machine. It will steer left, but not right. Cant turn the steering wheel right, works fine left. Any thoughts, just take it apart, I suspect it has debris restricting a passage?
Its in a Tucker Sno Cat, if you know what they are?
Rubber tired loaders use these all the time.
